The Texas Specialized Telecommunications Assistance Program (STAP) offers Texas residents with a hearing loss a free amplified telephone. A fee collected through the Texas Universal Service Fund via land line phone bills creates revenue to support this program. You have most likely already contributed to the pool of revenue that pays for the amplified phones. Now, the taxes you have already paid can help you.
